The high waistline returned to fashion during the 1910s, proving popular in English and French fashion circles. “To the short lived, riotous Directoire time,” wrote Vogue in 1911, “we are indebted for some adorable fancies, quaint, picturesque, high waist frocks.” Based in Portland, Oregon, sisters Anna and May Shogren frequently traveled to Europe to stay abreast of current trends.
